<p>The United States Department of Education is a federal agency that is responsible for establishing and administering education policy at the national level. It also coordinates the dispersal of most federal education assistance. It is a Cabinet-level agency and is headed by the Secretary of Education, who reports directly to the President. The Department of Education is referred to as ED or DoED (since DOE is an acronym for the Department of Energy).</p>
<p>The majority of education administration is carried out at the <a href="http://www2.ed.gov/about/overview/fed/role.html?src=ln" target="_blank">state and local levels</a>, including the establishment of schools, development of curricula and creation of requirements for admission and graduation. The majority of school funding (about 88 percent for primary and secondary schools) comes from state and community sources. Since it is not a major funder or administrator of school systems, the Department of Education focuses on filling gaps in state and local support for education, as well as responding to national crises in education.</p>
<p>According to <a href="http://www2.ed.gov/about/overview/focus/what_pg2.html#whatis" target="_blank">Ed.gov</a>, the overall mission of the Department of Education is to promote achievement in U.S. schools and prepare the nation for global competition by promoting academic excellence and ensuring equal access to education resources. In this capacity, the department makes recommendations for education reform to the President and assists in preparing legislative proposals that are presented to Congress by the White House.</p>
<p>In order to determine areas where education support is most needed, research and data collection are two of the main tasks carried out by the Department of Education. When areas of need are identified, the department brings them to the attention of the president and Congress. The department also uses its research to define education goals. Once goals have been defined, they are used to determine how federal education funds will be dispersed.</p>
<p>The Department of Education uses the national media to draw attention to education issues and gain support for its goals. ED uses articles and speeches to promote its education messages. It also sponsors education programs and initiatives like Blue Ribbon Schools and No Child Left Behind. In addition to working closely with the President, the Secretary of Education promotes education goals by making personal appearances in schools and other public settings. A glance at <a href="http://www2.ed.gov/news/events/calendars/secschedule.html" target="_blank">Secretary of Education Arne Duncan&#8217;s schedule</a> will give some idea of the extent of the department’s outreach.</p>
<p>Besides conducting research and focusing national attention on important education issues, the DoED is responsible for enforcing federal laws that pertain to education. This often means protecting the civil rights of students who are denied equal educational opportunities due to race, color, national origin, gender, disability or age.</p>
<p>ED is by far the smallest of the 15 Cabinet agencies in terms of staffing but has the third largest budget (only the Department of Defense and the Department of Health and Human Services have larger budgets). The department has about <a href="http://www2.ed.gov/about/contacts/gen/index.html" target="_blank">5,000 employees</a>, with 3,600 located in Washington, D.C., and the other 1,400 working in 10 regional offices located throughout the United States. In 2007-08 (the last year for which ED figures are available), approximately 55 million students in grades pre-K through 12 were served by the Department of Education. These students attended about 100,000 public schools and 34,000 private schools. Support in the form of financial aid was provided to about 10 million college and university students in undergraduate programs as well.</p>

<p>Five months ago, President Obama asked the <a href="http://www.ed.gov/" target="_blank">U.S. Department of Education</a> to offer greater flexibility to states suffering from the rigid requirements of the No Child Left Behind Act. On February 9, 2012, the President has announced that relief will be granted to the following 10 states: <a href="http://certificationmap.com/states/colorado-teacher-certification/" target="_blank">Colorado</a>, <a href="http://certificationmap.com/states/florida-teacher-certification/" target="_blank">Florida</a>, <a href="http://certificationmap.com/states/georgia-teacher-certification/" target="_blank">Georgia</a>, <a href="http://certificationmap.com/states/kentucky-teacher-certification/" target="_blank">Kentucky</a>, <a href="http://certificationmap.com/states/minnesota-teacher-certification/" target="_blank">Minnesota</a>, <a href="http://certificationmap.com/states/new-jersey-teacher-certification/" target="_blank">New Jersey</a>, <a href="http://certificationmap.com/states/oklahoma-teacher-certification/" target="_blank">Oklahoma</a>, <a href="http://certificationmap.com/states/tennessee-teacher-certification/" target="_blank">Tennessee</a>, <a href="http://certificationmap.com/states/indiana-teacher-certification/" target="_blank">Indiana</a> and <a href="http://certificationmap.com/states/massachusetts-teacher-certification/" target="_blank">Massachusetts</a>. These states will be granted waivers exempting them from certain aspects of the No Child Left Behind laws.</p>
<p>The waivers will allow states to move forward with their own plans to reform their ailing schools, but with some caveats: The states listed above will need to adopt rigorous standards, fix internal dysfunction in schools, close the gap between high-achieving students and those that fail to meet standards, and improve training and evaluation processes for principals and teachers.</p>
<p>One of the hallmarks of the No Child Left Behind Act was a commitment to standardized testing as an evaluative tool. In many states, like Indiana, students had to be assessed according to both federal and state standards. This caused confusion amongst Indiana citizens as to whether their schools were succeeding, when the state report and the federal report would provide conflicting information. Having been granted a waiver, Indiana will now be able to consolidate its assessment into a single report.</p>
<p>With this decreased emphasis on standardized testing, school administrators are hoping to focus on cultivating high-order thinking skills. In the time when teachers would otherwise have to cover topics that would appear on the standardized tests, educators can now work on teaching students how to critically read, how to analyze and how to synthesize information.</p>
<p>The flexibility granted to states receiving waivers has been a point of some disagreement amongst educational professionals.</p>
<p>Dr. Mitchell Chester, commissioner of elementary and secondary education in Massachusetts, cites a restructuring of expectations as a step in the right direction. Under the old NCLB laws, all U.S. schools were expected to bring their students up to grade level by 2014. Many felt this was an unreasonable request, and one that valued results over progress. Instead, the reformed laws have moved away from requiring a 100 percent success rate to demanding that, in the next six years, the number of students failing to meet grade-level standards be cut in half.</p>
<p>Spokespeople from the Thomas B. Fordham Foundation, a Washington D.C.-based education think-tank, have come out saying that a great deal of frustration is on the horizon as many schools may receive less flexibility than they imagined.</p>
<p>Administrators in places like Miami will be happy. The waivers are estimated to save such districts nearly $20 million annually. This will allow for the expansion of the school day and the school year, as well as funding for supplementary education for struggling students.</p>

<p>&#8220;We&#8217;re a nation of thinkers, dreamers, believers in a better tomorrow.&#8221;This was President Obama’s message when he recently announced a plan to increase funding for math and <a href="http://certificationmap.com/science-education/" target="_blank">science</a> programs across the nation.</p>
<p>To build this better tomorrow, Obama has asked Congress for funding to be used in establishing a new Education Department competition, one that would support math and science teacher preparation programs around the nation. This request comes after a failed attempt last year to obtain similar funding from Congress.</p>
<p>The $80 million the president requested from Congress will be met in part, Obama announced, by private donations totalling over $20 million, contributions that were made by organizations like Google and the Carnegie Corporation of New York.</p>
<p>The president’s goal is a lofty one, but comes at a time when the United States ranks woefully low on the international science and math rankings. Over the next decade, his new program hopes to give the best possible teacher training to more than 100,000 math and science teachers. In addition, the president has set his sights on preparing nearly a million math, technology, engineering and science graduates for teaching roles.</p>
<p>The president’s plan consists of long-term goals, but that doesn’t mean he isn’t interested in supporting math and science in the short term. With hopes of<a href="http://certificationmap.com/science-projects-for-kids/" target="_blank"> inspiring young minds</a> in the here and now, the Obamas hosted a White House science fair on the day of the president’s announcement. Over 100 student presentations, ranging from robots that help senior citizens Skype to portable disaster relief shelter, were featured.</p>
<p>These students served as an inspiration to the President, who told them that they were “getting America in shape to win the future.” This funding request, the president hopes, will be crucial to the process of getting America to that proverbial victory lap.</p>
